In my Minecraft folder I can't find the META-INF folder but my mods still don't work. Suggestions?

I'm trying to upload a mod but I can't find the META-INF folder. I've seen many people say 'if its not there then don't worry about it' so I try to make the mod work on Minecraft but it still doesn't. :\ Anyone have some suggestions on what to do?
